The 13th Gyeongsangbuk-do Provincial Council was inaugurated in July 2026 with a system of 64 members and 7 standing committees . The Special Committee on Budget and Accounts and the Special Committee on Ethics were also formed during the same first extraordinary session. There is no shortage of organized oversight bodies. ( Gyeongsangbuk-do Provincial Council )

The scope of the verification process has expanded. North Gyeongsang Province's 2026 budget amounts to 14.0363 trillion won , comprising 12.3595 trillion won in the general account and 1.6768 trillion won in the special account. This represents a 5.8% increase compared to 2025. At the same time, the Gumi-Pohang AX Demonstration Industrial Complex, AI Data Center, semiconductors and robotics, secondary batteries, nuclear power and SMRs, new airports and railways, Agricultural AX, integrated care services, and the transition to post-APEC tourism are proceeding on separate schedules. ( North Gyeongsang Provincial Government )

The Provincial Council has already treated AI as a subject for legislation. In March 2025, it passed the "Ordinance on the Establishment of an Ethical Foundation for Artificial Intelligence in Gyeongsangbuk-do" in its original form, and in December of the same year, it processed the "Ordinance on Fostering Future AI Talent in Gyeongsangbuk-do." The stage where AI policy was not recognized as an institutional agenda has passed. ( Gyeongsangbuk-do Provincial Council )

A foundation for policy support also exists. In May 2026, 36 staff members from the Policy Support Division participated in capacity-building training for policy support officers. This was a regular training session following the one held in 2025. The structure has already shifted from one where materials were reviewed solely based on the individual capabilities of assembly members to one that utilizes specialized support organizations. ( Gyeongsangbuk-do Provincial Council )

The post-verification function is also in operation. Ten inspectors participated in the settlement audit for the 2025 fiscal year, examining Gyeongsangbuk-do and the Provincial Office of Education for 20 days and identifying 37 areas for improvement and recommendations . The scope of the inspection included not only carryovers and unused funds but also the performance and efficiency of financial projects. ( Gyeongsangbuk-do Provincial Council )

During the administrative audit, the effectiveness of the technology projects themselves was also verified. While auditing the Meta-AI Science Bureau and the Energy Industry Bureau, the 2025 Planning and Economy Committee pointed out the lack of effectiveness in training personnel for strategic industries, the Metaverse project continuing without results, and the inadequate response to the Distributed Energy Special Zone. This is evidence that the focus has shifted from asking "whether technology projects exist" to asking "whether results have been produced." ( Gyeongsangbuk-do Provincial Council )

However, the following connection is not confirmed in the currently available data.

Policy Objective → Budget → Project → Milestone → Actual Execution → Outcome → Audit/Questioning → Corrective Action → Next Budget

Data for each stage exists, but a disclosure system connected to a single business unit Runtime has not been identified.

Therefore, the current status of the Gyeongbuk Provincial Council is assessed as a stage where the Oversight Institution has been secured, but the Oversight Intelligence is fragmented .

  • Enactment of AI ordinance ≠ AI policy verification
  • Budget Review ≠ Outcome Verification
  • Administrative audit ≠ Runtime monitoring
  • Securing Policy Support Officers ≠ Securing Sector-Specific Intelligence
  • Execution of research service ≠ Policy modification
  • Settlement recommendation ≠ Outcome improvement

Currently, the Golden Time is Opportunity + Oversight Capacity Risk .

2. Current structure and scale of the region

The 13th Gyeongsangbuk-do Provincial Council was inaugurated on July 2, 2026, and 64 members began their activities. During the same session, seven standing committees were formed, and the composition of the Special Committee on Budget and Accounts and the Special Committee on Ethics was completed on July 16. ( Gyeongsangbuk-do Provincial Council )

North Gyeongsang Province is a metropolitan government comprising 22 cities and counties, a population of approximately 2.506 million, an area of 18,424 km², and a 2026 provincial budget of 14.0363 trillion won. Manufacturing accounts for 41.4% of the economy, and the provisional GRDP for 2024 is 134 trillion won. The industrial, spatial, and fiscal scale itself creates a structure that is difficult to verify within a single policy domain. ( North Gyeongsang Provincial Government )

The Gyeongbuk AX projects identified in Nos. 025~035 simultaneously traverse different industrial hubs such as Gumi, Pohang, Gyeongju, Andong, Uiseong, and Sangju, as well as the living, education, medical, and tourism sectors of 22 cities and counties.

The parliamentary organization is functional, but the subject of verification is already a network type.

This discrepancy is the starting point of Gyeongbuk Legislative Readiness.

3. Differences between Aggregation, Growth, Policy, and Actual Ecosystems

The Provincial Council already possesses verification tools such as ordinances, budgets, settlements of accounts, administrative audits, provincial administration inquiries, member research, and special committees. The 2026 annual session plan also sequentially arranges work reports, provincial administration inquiries, approval of settlements, administrative audits, and the review of the following year's budget proposal. ( Gyeongsangbuk-do Provincial Council )

The problem is the verification cycle.

Although the 2026 parliamentary schedule operates on an annual cycle, AI, investment, and infrastructure projects continue to change throughout the year. The investment amount and operation targets for the Pohang AI Data Center change, the master plan for the new airport is adjusted, whether railway projects are reflected in the national plan varies, and industrial investment agreements fall into categories of commencement, postponement, or modification.

Oversight Time Lag occurs between the annual review structure and the speed of business change .

Currently, the institutional oversight mechanisms of the Congress are sufficient, but the change detection cycle is assessed to be structured to be slower than the speed of change in the AX project.

4. Key structural changes in the relevant field

The first change is that the verification unit has moved from a single project to a portfolio .

The Pohang AI Data Center is not a project solely focused on the data center itself. The power grid, distributed energy, local businesses, talent, carbon emissions, and industrial investment all move in unison. Similarly, the regional performance of the new airport cannot be judged solely by its construction progress. It involves the combination of railways, roads, logistics, corporate locations, land prices, and population migration.

The second change is that the performance unit has moved from Facility to Outcome .

The number of smart farming facilities and farm productivity, the number of AI-focused schools and students' future intelligence, the number of tourists and their stay and consumption, and the number of integrated care users and re-admission rates are distinct indicators.

The third change is that the scope of audits is expanding from past execution to future risks. The value of detecting issues when signals of schedule delays, insufficient demand, technological transitions, or regional imbalances appear has become greater than detecting them after business failure is confirmed.

The fourth change is that the unit of expertise has shifted from individual lawmakers to Institutional Memory . Whether data from policy support officers, expert committee offices, and research activities accumulates across sessions and changes in lawmakers is a new Readiness variable.

5. Current AX, Policy, and Industry Responses

AI-related legislation has already been implemented. In March 2025, the Ordinance on AI Ethics was passed in its original form, and in December of the same year, the Ordinance on Fostering Future AI Talent was processed. The legislative response is confirmed. ( Gyeongsangbuk-do Provincial Council )

The Policy Support Officer organization is also in operation. In May 2026, 36 people participated in capacity-building training, and the Provincial Council conducted this as regular job training ahead of the inauguration of the 13th Council. ( Gyeongsangbuk-do Provincial Council )

In the settlement of accounts, 10 inspection committee members reviewed the 2025 fiscal year for 20 days and derived 37 areas for improvement and recommendations. Performance and efficiency were included in the scope of the inspection. ( Gyeongsangbuk-do Provincial Council )

During the administrative audit, the effectiveness of the Meta-AI Science Bureau's workforce training for strategic industries, the lack of results from the Metaverse project, and issues regarding the response to the Distributed Energy Special Zone were directly pointed out. This is an instance where the AI and energy sectors were reviewed from the perspective of policy outcomes rather than simple budget execution. ( Gyeongsangbuk-do Provincial Council )

The requested materials for the 2025 administrative audit also include numerous AX-related items, such as AI specialists, AI projects, the population and industry integrated platform, Public MyData, the big data integrated platform, smart factories, and advanced agricultural machinery and AgTech. The scope of the subjects for verification is already quite broad. ( Gyeongsangbuk-do Provincial Council )

However, there is no evidence confirming that these data are linked to the same business ID and Outcome Chain.

6. Current position compared to the world and South Korea

The Gyeongbuk Provincial Council has more types of industrial transformation to verify than a typical local council.

  • semiconductor,
  • secondary battery,
  • steel,
  • Nuclear power plants and SMRs
  • AI and robots
  • Bio,
  • New airport,
  • agriculture,
  • medical treatment,
  • Tourism is simultaneously implemented as a regional policy.

Basic legislative means to respond to this exist. 64 members, 7 standing committees, the Special Committee on Budget and Accounts and the Special Committee on Ethics, a Policy Support Officer, an Office of Expert Committee Members, settlement audits, and a policy research system are in operation. ( Gyeongsangbuk-do Provincial Council )

However, the publicly available data does not confirm a permanent structure that groups semiconductors, power, and talent into a single verification case, or tracks new airports, transportation, industry, and population on the same dashboard.

The current location is judged to have high Institutional Oversight Readiness but an early stage of Cross-sector AX Oversight .

7. What do you see when you connect the numbers?

There are 64 members of the 13th Gyeongbuk Provincial Council .

There are 7 standing committees . ( Gyeongsangbuk-do Provincial Council )

There are 36 participants in the 2026 capacity-building training for the Policy Support Division . ( Gyeongsangbuk-do Provincial Council )

There are 10 members of the audit committee for the 2025 fiscal year .

The inspection period is 20 days .

There are 37 items for improvement or recommendations . ( Gyeongsangbuk-do Provincial Council )

The 2025 administrative audit by the Planning and Economy Committee covered eight bureaus and six government-funded institutions over a period of six days. ( Gyeongsangbuk-do Provincial Council )

North Gyeongsang Province's 2026 budget is 14.0363 trillion won . ( North Gyeongsang Provincial Government )

While parliamentary personnel and systems exist, the scope of verification has expanded to include hundreds of projects, trillions of won in finances, and numerous government-funded institutions, cities and counties, corporations, and universities.

Therefore, structural bottlenecks are not simply the number of people.

Policy complexity is rapidly increasing relative to verification resources.

The current data does not confirm how much of the analysis time of lawmakers and policy support officers is allocated to any large Transformation Portfolio.

8. Largest Structural Readiness GAP

The first gap is between Budget and Outcome .

While the 14.0363 trillion won budget can be tracked through execution rates by sector and specific project, data on how much of the executed budget has been converted into productivity, employment, local settlement, accessibility, and income is scattered across other sources. ( Gyeongsangbuk-do Provincial Government )

The second gap is between the Committee and the System .

The Pohang AI Data Center simultaneously encompasses industry, energy, environment, and talent, while the new airport includes construction, industry, transportation, tourism, and population. The same Transformation is separated into multiple committees.

The third gap is between Audit and Runtime .

Although issues regarding the effectiveness of AI and energy projects were indeed pointed out during the administrative audit, no permanent disclosure system to detect the same risks prior to the annual audit has been identified. ( Gyeongsangbuk-do Provincial Council )

The fourth gap is between Support Capacity and Domain Intelligence .

Although a policy support organization of 36 members exists, a specialized division of labor structure that continuously tracks semiconductors, batteries, nuclear power, power grids, AI, agricultural robots, and medical systems by sector is not confirmed in publicly available data. ( Gyeongsangbuk-do Provincial Council )

Currently, the biggest Readiness GAP is determined to be the lack of data connectivity between legislative means, rather than a lack of legislative means .

9. Infrastructure, Talent, Data, and Institutional Conditions

Materials regarding bills, meeting minutes, provincial administration inquiries, administrative audits, settlements of accounts, budgets, and policy research are each publicly available. Meeting records from the 13th Gyeongsangbuk-do Provincial Council are continuously accumulating in the council's meeting minutes search system, and the bill search function is structured by processing status, relevant committee, and resolution date. ( Gyeongsangbuk-do Provincial Council )

On the other hand, a public structure for sequentially querying the sequence of initial plan → budget change → execution rate → audit findings → corrective action → outcome based on the same project is not confirmed.

While the human resources base of 36 policy support officers is confirmed, there is a lack of public evidence regarding the deployment of expertise by sector and a dedicated analysis system for large-scale AX projects. ( Gyeongsangbuk-do Provincial Council )

Therefore, the current conditions are determined to be Document Infrastructure secured / Transformation Intelligence Infrastructure data gap .

10. Is it actually reaching local businesses and residents?

During the 2025 administrative audit, issues such as the continuation of the Metaverse project with insufficient results, the effectiveness of workforce training for strategic industries, and the response to the Distributed Energy Special Zone were actually raised. This is evidence that the project details have reached the stage of parliamentary verification. ( Gyeongsangbuk-do Provincial Council )

In the settlement audit for the 2025 fiscal year, 37 recommendations for improvement were submitted to the Governor and the Superintendent of Education. The structure in which demands for correction arise is also being identified. ( Gyeongsangbuk-do Provincial Council )

However, based on public evidence, it is difficult to trace in a single chain how these 37 cases subsequently changed the budget and business structure and how they altered resident and business outcomes.

The current status is determined as Oversight Action Confirmed / Correction Outcome Data GAP .

11. Spatial disparities within metropolitan areas

Major future investments in Gyeongbuk are not spatially evenly distributed.

Gumi has a high proportion of semiconductors and robots; Pohang has steel, secondary batteries, and AI data centers; Gyeongju has nuclear power plants, SMRs, and global tourism; Andong has biotechnology; Uiseong has a new airport; and Sangju has smart agriculture.

On the other hand, the population decline and AX accessibility vulnerable areas identified in No. 026 are widely distributed in northern and mountainous county regions.

While many individual local issues are addressed in provincial council meetings and legislative materials, no evidence of permanently disclosed AX Readiness results comparing 22 cities and counties using the same indicators is found.

The current spatial oversight gap is determined by the fact that the verification of performance in areas where projects are concentrated and the verification of opportunity costs in areas where projects are lacking are separated .

12. Why Now Is Golden Time

The 13th Assembly was inaugurated in July 2026, and a new legislative structure was formed for the first half of the term. Seven standing committees, along with the Special Committee on Budget and Accounts and the Special Committee on Ethics, were established in the same month. ( Gyeongsangbuk-do Provincial Assembly )

During the same period, major AX projects in Gyeongbuk are concentrated in the demonstration, commencement, master plan, and investment conversion stages from 2026 to 2029. Once the project's KPIs and verification methods are determined at these stages, subsequent settlement and auditing will follow the already established indicators.

The Assembly's 2026 annual schedule follows the settlement of accounts and audit planning in October, the administrative audit in November and December, and the 2027 budget review. The first budget and audit cycle of the 13th Assembly is about to begin. ( Gyeongsangbuk-do Provincial Assembly )

Therefore, the period from 2026 to 2028 is determined to be the time when the performance indicators of the AX project become entrenched and the verification system of the new council become entrenched overlap .

12-1. Golden Time Application Case in Basic Local Governments ① — Pohang City

In Pohang, secondary batteries, Steel AX, AI data centers, distributed energy, and hydrogen reduction steelmaking are all operating simultaneously. Although the achievements of these projects—in terms of investment, electricity, carbon, talent, and local companies—are interconnected, it is highly likely that they will be separated into data by jurisdiction and specific project during the council's review.

The current gap is that while data on the execution of individual projects exists, there is no publicly available legislative data to determine the Pohang Transformation as a single entity encompassing power acquisition → actual investment → local enterprise participation → employment → local added value . If this connection is not established within the next two to three years while large-scale investments are fully operational, the cost of restoring the causal relationship retrospectively will increase.

12-2. Golden Time Application Cases in Basic Local Governments ② — Uiseong-gun

Uiseong simultaneously combines a new airport, access railway, supporting industries, youth settlement, agriculture, and population decline. There is no evidence yet that resident income and youth settlement will automatically improve even if the airport construction rate increases.

The current gap is that the airport schedule and local outcomes are separated . If the failure to connect local value added is confirmed after land, industrial sites, and transportation networks are finalized, the cost of modifying the spatial structure increases. Uiseong is assessed as one of the cases with the greatest Oversight Time Risk.

13. What Will You Lose If You Miss This Now?

The first loss is the cost of post-discovery . For projects with large sunk costs, such as new airports, data centers, industrial complexes, and smart facilities, it is difficult for audits conducted after completion to lead to structural corrections.

The second loss is the Cross-sector Blind Spot . Even if power shortages lead to industrial investment failures or traffic delays weaken the performance of airport hinterland industries, they may not be captured as a single cause of failure in data from different committees.

The third loss is Institutional Memory . If the minutes, research, and audit materials produced during the 13th term are not linked to a project-specific timeline, the next assembly must restore the history of policy changes for the same projects.

The fourth loss is the retrospective verification of regional disparities . Once the AX gap among the 22 cities and counties solidifies into differences in industry, population, and income, it is difficult to recover solely through budget reallocation.

Currently, time risk is determined to be the delayed detection of failure signals rather than the policy failure itself .

14. What Do You Gain If You Move Now?

The Gyeongsangbuk-do Provincial Council already possesses all verification elements, including ordinances, budgets, audits, settlements of accounts, policy support, and research. It is not a situation where an additional organization needs to be established from scratch. ( Gyeongsangbuk-do Provincial Council )

If these elements are linked based on the same project criteria, the difference between the goals set during the budget review and the outcomes confirmed during the settlement can be compared within the same session.

When tracking cross-sector projects as a single portfolio, it is also possible to identify the difference between individual department performance and overall regional results in areas undergoing complex transformation, such as Pohang, Gumi, and Uiseong.

Therefore, the currently achievable benefit is determined to be the reduction of the time to detect policy failures, rather than an increase in legislative activities .

16. Golden Time Final Judgment

Opportunity + Oversight Capacity Risk

The institutional foundation of the Gyeongbuk Provincial Council is confirmed.

64 members and 7 standing committees constituted the 13th Assembly, and the Special Committee on Budget and Accounts and the Special Committee on Ethics were also established. ( Gyeongsangbuk-do Provincial Assembly )

The foundation for specialized support is also confirmed.

In 2026, 36 members of the Policy Support Division participated in capacity-building training. ( Gyeongsangbuk-do Provincial Council )

AI legislative response is also confirmed.

The AI Ethics-Based Ordinance and the AI Future Talent Cultivation Ordinance have already been passed. ( Gyeongsangbuk-do Provincial Council )

Performance verification is also partially confirmed.

Thirty-seven recommendations for improvement were issued during the settlement audit for the 2025 fiscal year, and the effectiveness of AI, energy, and strategic industry projects was directly verified during the administrative audit. ( Gyeongsangbuk-do Provincial Council )

On the other hand, in the public evidence, a runtime where Budget → Project → Outcome → Council Point of Criticism → Correction → Next Outcome is connected based on the same project standard is not confirmed.

Therefore, the danger to the Gyeongbuk Provincial Council is not the absence of a monitoring function.

Although monitoring means exist, they are not interconnected, so there is a possibility that the verification speed will be slower than the speed of change of the massive AX transition.

Currently, Golden Time is determined by Opportunity + Oversight Capacity Risk .

17. Evidence that must be tracked in the future
  1. Number of AI·AX related ordinances
  2. Rate of establishment of implementation plans for related ordinances
  3. Actual budget allocation size after the ordinance
  4. Policy Support Officer Staffing and Current Personnel
  5. Distribution of expertise by field among policy support officers
  6. Number of parliamentary research groups and research projects
  7. Rate of reflection of research results in ordinances
  8. Budget reflection rate of research results
  9. Number of issues raised in administrative audits
  10. Actual correction rate after audit findings
  11. Implementation rate of 37 recommendations for Fiscal Year 2025
  12. Repetitive issue pointing out rate
  13. Execution rate compared to the plan for large-scale projects
  14. Actual investment rate compared to investment agreement
  15. Actual employment rate compared to investment agreement
  16. Number of major SOC schedule changes
  17. AI Business PoC → Production Conversion Rate
  18. Outcome KPI Disclosure Rate by Business

  22. Number of Readiness Comparisons in 22 Cities and Counties
  23. Cases of Policy Redesign Following Parliamentary Criticism
  24. Inter-session succession rate of the business timeline
  25. Average time from detection of danger signal to parliamentary action

Data GAP: Bills, minutes, administrative audits, settlements, budgets, and policy research are each disclosed, but a public Legislative Runtime connecting Project ID → Initial Plan → Budget → Change → Execution → Outcome → Parliamentary Action → Subsequent Outcome into a single Timeline is not confirmed.

Runtime Chain

Policy → Budget → Implementation → Evidence → GAP → Warning Signs → Council Verification → Correction/Realization → Outcome → Regional Comparison → Next Policy

18. Source • Verification / Structural Insight

The 13th Gyeongsangbuk-do Provincial Council was inaugurated in July 2026 with 64 members and 7 standing committees, and has even established the Special Committee on Budget and Accounts and the Special Committee on Ethics. The Policy Support Division has a professional competency training system involving 36 participants. It is difficult to explain the current Oversight GAP due to the absence of an organizational and support infrastructure. ( Gyeongsangbuk-do Provincial Council )

The ordinances on AI ethics and fostering future AI talent have already been passed, and the business performance of the Meta AI Science Bureau and the effectiveness of workforce training for strategic industries were actually verified during the 2025 administrative audit. Furthermore, 37 recommendations for improvement were issued during the settlement audit for the 2025 fiscal year. The legislative, auditing, and settlement functions are operating. ( Gyeongsangbuk-do Provincial Council )

There is only one structural insight.  What limits the Gyeongbuk Provincial Council's AX Readiness is not a lack of AI knowledge, but rather a "structure that fails to connect evidence across different timelines into a single policy outcome." In the 14 trillion won provincial administration and mega-scale industrial, SOC, and lifestyle AX projects, budgeting, groundbreaking, and facility completion occur at different times, while actual employment, productivity, settlement, and income appear later. If these timelines are not connected, even if every stage is recorded as a success, the failure of the final outcome may be discovered late.

Golden Time Thesis — The Golden Time for the 13th Gyeongsangbuk-do Provincial Council is not a period to increase the number of AI ordinances, but rather a time during 2026–2028 to connect existing ordinances, budgets, policy support officers, administrative audits, settlements, and research functions into a single Evidence → GAP → Risk → Outcome Runtime. Once this connection is established, the Council shifts from being an institution that detects problems after large-scale projects are completed to one that identifies failure signals during implementation. If this connection is not established, the speed of AX investment in Gyeongbuk outpaces the Council's verification speed; consequently, a structure becomes entrenched where budgets are approved and projects are completed, but the actual gains for the region are confirmed only belatedly.

v1.02026.08.28Initial analysis
v1.12026.08.28Completely rewritten based on the enhanced criteria of Regional AX Golden Time Intelligence v3.2. Policy explanations and recommendations in Chapters 9–14 were removed, and the assessment was limited to the current Evidence, Readiness GAP, Time Risk, and Irreversibility judgments. Evidence was re-verified regarding the 13th Provincial Council (64 members, 7 Standing Committees), the 2026 provincial budget of 14.0363 trillion won, the training of 36 personnel in the Policy Support Office, the AI Ethics Foundation and AI Future Talent Cultivation Ordinances, the 2025 fiscal year settlement audit (10 personnel, 20 days, 37 improvement recommendations), and the administrative audits of the Meta AI Science Bureau and Energy Industry Bureau. Structural insight was condensed into a single conclusion: "The Council's problem is not a lack of understanding of AI, but the absence of time-axis connection in Evidence," while Golden Time was maintained as Opportunity + Oversight + Capacity Risk.
